LinkedInThe Autumn Budget introduced a series of important changes to the apprenticeship system, some tightening existing rules, others creating new opportunities for employers and learners.
I have outlined the key updates below which will shape how you plan and invest in skills development as we move into the coming years. Here’s what you need to know:
The 10% top-up for levy-paying employers is being scrapped. Previously, £1m of levy allocation translated into £1.1m of virtual credit. Its removal reduces the purchasing power of levy funds, so employers will need to plan budgets without this additional buffer.
Levy funds in digital accounts will now expire after 12 months (down from 24). This “use it or lose it” approach means tighter timelines for allocating funds effectively.
Once levy funds are exhausted, co-investment terms shift to 75:25 (employer:government), replacing the previous 95:5 split. This will increase costs for employers investing beyond their levy contributions.
Non-levy paying employers will now receive fully funded training and assessment for apprentices aged 25 or under (previously under 22). This removes the administrative burden of co-investment and supports early-career talent development.
The government plans to “streamline” the 700+ apprenticeship standards, many of which have had zero starts. Expect a leaner set of standards and the introduction of apprenticeship units from April 2026, offering more modular training options.
From April 2026, the minimum wage for apprentices (under 19 or in their first year) will rise to £8.00 per hour, up from £7.55. Other increases include:
This uplift improves financial viability for apprenticeships but will require employers to adjust budgets accordingly.
The government has committed £820 million over three years to fund a new Youth Guarantee. This guarantees every young person aged 18–21 a place in college, an apprenticeship, or personalised job support. After 18 months of unemployment, they will be offered a paid work placement, not benefits. This is a significant step toward tackling youth unemployment and creating a stronger talent pipeline.

The Chartered Insurance Institute (CII) has announced that the M21 unit – Commercial Insurance Contract Wording – has been retired as of 25 October. The final exam sitting will take place on 30 April 2027.
This decision follows consultation with industry bodies including the LMA and LMG where there has been reflection on the relatively low uptake of M21 among learners, indicating it is not a core part of most qualification pathways.
The CII has already contacted students currently enrolled in M21, and further information is available on their FAQ webpage.

Following Ofsted’s Big Listen consultation in 2024, a new Education Inspection Framework has been created and went live this month. Here are the key changes to be aware of:

As we head into the final month of the year, it’s clear that the apprenticeship and skills landscape is evolving rapidly.
With major policy announcements, funding reforms, and new initiatives coming thick and fast, there is a lot to consider as we support you with planning for 2026 and beyond. The recent release of the government’s Post-16 Education and Skills Whitepaper marks a significant milestone, introducing over 120 measures aimed at reshaping post-school education in England.
While much of the focus is on the 16–19 and higher education phases, there are several key developments that directly impact employers involved in apprenticeships and workforce development.
The whitepaper places employers at the heart of the skills system, reinforcing the government’s commitment to employer-led education and training. The goal is clear: ensure that skills provision is better aligned with real labour market needs. Employers will have a greater say in shaping future training pathways, supported by new funding models and targeted investment.
From 2026, the current apprenticeship levy will transition into the Growth and Skills Levy, offering more flexibility through modular apprenticeship units alongside traditional apprenticeships. These units will initially focus on AI, digital, and engineering, using content already embedded in existing standards. The use of “initially” suggests further expansion is likely, potentially into other sectors or non-apprenticeship training options from Autumn 2026.
To support young people and those Not in Education, Employment or Training (NEET), the government are rolling out Foundation Apprenticeships, designed to provide accessible entry points into the workforce.
In parallel, Sector Skills Packages will channel major investment into priority industries, backed by the creation of Technical Excellence Colleges, specialist institutions focused on delivering high-quality vocational training.
As an employer, these reforms present both opportunities and responsibilities. The shift toward modular apprenticeships and targeted investment in priority sectors could help you upskill your workforce more efficiently.
